Bunkering at Chattogram and Mongla

IFO-180 CST, MGO is available at Chittagong. It is recommended to use JAMUNA for bunkering. Local bunkering companies are available. Bunker supplier should not be allowed to deal with the vessel’s official’s prior supply of bunker. Dip sample should be taken during bunkering. The qualified and honest surveyor should be used during bunkering and surveyor should not board with bunker supplier barge.

Crew Sign On/ Off Charges

a) Our agency wing charge USD100 per person for crew sign on/ off formalities ( port, customs, immigration formalities). Normally it takes one working day to process crew change formalities. Weekend holidays are on Saturday and Sunday.
b) Hotel charge depends on a single person or dual occupancy basis and quality of Hotel standard. It may range within US$50.00 to US$150.00 ( except five-star hotel).
c) Food charge per person may range within US$50 to US$150 ( standard meal 3 times), subject to hotel standard ( except 5-star hotel and hard drinks).
d) Recommended local airlines are NOVO AIR, US BANGLA, Bangladesh Biman. Local airport at Chittagong (Shah Amanat) International Airport. Transit time from Dhaka to Chittagong by air is 50 min. Airfare range  within USD40.00 to US$90.00

Why Shipowners require PROTECTIVE AGENTS

Discharge port agents are appointed by Charterer and nominated by a receiver. Shipowners need assistance at Chittagong( Chattagram as renamed), Mongla or even Payra to protect the interest. As in most of cases, a vessel may face the following situation/ incident and require professional support:

  1. Collision, grounding or wrongful navigation by pilots
  2. Delay in discharge or placement of lighter vessel or berthing
  3. Communication gap with voyage charterer’s or receiver’s nominated agents
  4. Discharge without production of OBL and delivery to ultimate receivers
  5. Excessive port DA and manipulated SOF to protect the interest of cargo receiver
  6. Damage to mother vessel by lighters and excessive repair charges
  7. Wrongful treatment for injured crews, complication during crew change etc.

Maritime Ports in Bangladesh | Chittagong, Mongla, Payra

The Chittagong port is the biggest seaport of Bangladesh. It is located by the estuary of the Karnaphuli River in Patenga, Chittagong. Recently, Chittagong city has been renamed as Chattagram. Earlier, 8.5m was the permissible draft to enter the inner harbor. Now Port allow berthing of ships with a draught of up to 9.5 meters during high tide.

Mongla Sea Port is the second largest and most Eco-friendly port of Bangladesh. It is located on the southwestern part of the country, at the confluence of Pussur River and Mongla Nulla. Approximately 71 nautical miles (131 Km.) upstream of the Bay of Bengal. For berthing at inner harbor, this port allows vessels with a draught of up to 7-8 meters.

Payra Port, the small seaport in southern Bangladesh, sits on the west bank of Rabnabad channel at the confluence of Galachipa-Tetulia river. Payra Port started operation in August’2016 with ship-to-ship cargo transfer, though on a limited scale. It is expected that the first phase of dredging for this port will be completed by 2020. Then vessels with a draught of up to 11 meters will be able to berth at the seaport during high tide time. Bangladesh is now the concern for a deep-sea port and had granted a contract to Japan to build a deep sea port at Matarbari, which is just 25 kilometers away from Chittagong.

Navigation at Kutubdia and Anchorage of Chittagong Port

The area outside the Chittagong port outer anchorage is usual waiting place for vessel’sThe port limit of Chittagong port outer anchorage is bounded by area with radius of 5.6 nautical miles (on the west side) from Patenga light beacon at position Lat. 22 13.54 N long, 91 48.2 E . The anchorage area is divided into three areas which followsAnchorage A: the northernmost anchorage for vessel’s of more than 10 meters draught.

Anchorage B: in between anchorage “A” and “c”, for vessels scheduled to enter the Karnaphuli
river within 24 hours.
Anchorage C: the southernmost anchorage for lightering vessel’s and other not scheduled to
enter within 24 hours.
Areas outside the marked anchorage are considered o be off port limit. The shallow patch lies
SW of the anchorage. This is the usual approach area for “A” and “B” anchorage. The
minimum charted depth of 7.9 m lies in about two places over the shallow path. Most of the
places having charted depth in excess of 8.5 m. The height of tide at low water and high water
usually varies from 0.4m to 1.5m an 2.4 m to 4.6m respectfully during the year.
The area outside the outer anchorage is not usual waiting place for vessels. Vessels drawing
a draught of less than 8.5 m usually approaches to Chittagong outer anchorage directly at any
time. Vessels drawing draught between 8.5m to 9.5m also approach to the outer anchorage directly depending on the time of arrival and height of the tide. However vessels drawing draught over 9.5 m usually wait for the rising tide to approach Chittagong outer anchorage if arrives in falling tide.  READ MORE

Pre-arrival requirements of the vessel.

Vessel’s agents need to declare the vessel at Port minimum 48 hours of arrival.  However, please find attached detail information.

ANY DELAYS IN SUPPLY OF LIGHTERS/BARGE AT ANCHORAGE

The arrangement of lighter depends on cargo receiver if vessel carrying cargo on FIO term. However, sometimes there is a lighter crisis which may cause a delay in lighter placement.

WORKING SHIFTS/OVERTIME - WEEKDAYS/WEEKEND

At outer anchorage stevedore’s works in two shift, each for 12 hours. Normally, at jetty stevedore’s working hours is 24 hrs. Stevedore works in three shift, each for 8 hours. Friday and Saturday is Gov. local holiday for Chittagong Port.

Density of water is about 1020?

Density of water level varies from 1000-1020 according to fresh water and brackish water.

Water density or Draft at outer anchorage of Chittagong port is as under : Alpha anchorage = 11.5 meter, bravo anchorage = 9.5 meter, charlie anchorage = 8.5 meter.

Any special berth for Aggregate?

No special berth for aggregate, general berth is recommend for this kind of cargo

Number of berth for Clinker

Normally it depends on first come first berth but for this type of cargo CCJ jetty is allowable.

IF GRABS AVAILABLE- TYPE OF GRABS- I.E MECHANICAL OR RADIO REMOTE CONTROL

Mechanical or radio remote control both are available but it depends on consignee.

Does these two ports have open yard for cargo to release?

Both the ports have an open yard for cargo to release but it requires previous permission.

How long does it take for the custom clearance in these two ports?

It should not take more than 1 or 2 days, subject to documentation formalities. In case we are assigned by any project to do the formalities of their behalf then we need the documents in advance.

TAX ON FREIGHT OR ANY OTHER TAXES IF ANY

Govt. have applicable tax on freight.

Advise how long do you anticipate cargo operations to last, daily rate, stevedores working hours and shifts, port/terminal present congestion and line up, anticipated berthing prospects, and if the vessel can remain at the anchorage waiting for berth turn free of charge.

How is the intake cargo quantity determined (i.e. ship's draught survey or shore scale figures ).

Bulk cargo quantity is determined by draught survey. And bagged cargo quantity is determined here by check tally. 

Availability of storage? If available kindly advise the cost for shifting cargo to store yard and charges of store yard.

Yes there is available Govt. storage. If the cargo is private then cost depends on consignee account.

Availability of shore cranes? If available advise the capacity & cost of the same.

Yes, shore cranes are available. Charges are as per port tariff.  As per port tariff, for used shore crane charges for 2 cranes (half payment mandatory)@ US$40.20 per crane per shift = US$40.20X2X3X10 days as per port schedule [  As per port tariffs, if vessel uses her own crane then also ship owners need to bear the unused shore crane charge].

Availability of gears, lifting and forklift and their charges.

Yes. Charges as per port tariff. Normally forklift are not used for stone. These are used for wooden/ box cargo.

IF DISCHARGING IS BY SHIP’S GEAR OR SHORE CRANES, NO.OF GANGS USED

Cargo will be discharge through grab by using ships grear. All cargo will be discharged from mother vessel to lighter vessel or barges. Normally 2 gangs used but it depends on availability of lighter if the vessel is in outer and on tug if the vessel is in shore.

GRAB CHARGES

The rate of a grab for outer anchorage of Chittagong port is BDTK.5.00 equivalent to USD0.07 per MT. But Grab will be engaged by the stevedore for discharge of cargo and stevedore will be appointed by Chittagong Port Authority and there will be no charge for using Grab if the vessel under FIOS basis but if the vessel is under Liner term then stevedore chargers/port charges / lighter charges shall be borne by the shipowner/charterer of the vessel .

Can the ship berth and discharge the cargo in these two ports if the custom clearance is not done yet?

Without custom clearance cargo can be discharged under Lien term. Normally, cargo receiver does the customs process after making required duty payment.

How many trailer/truck and be arranged in these two ports per day? How fast can it be loaded on trailer/truck?Do you have trailer/truck company and custom broke you can recommend? Or you can handle it by yourself?

Trailers/ Truck can be arranged as many as you want. Indeed, we will provide logistics support.

DEMO VESSEL

Advise the procedures you see for vessels calling Chittagong for demolition, and who all the boarding parties?

Demo vessel needs to be declared at Port by any enlisted shipping agents. Normally port prefers a minimum two days prior notice. Vessel first approach to Kutubdia and shift to Alpha anchorage following high water tide time. Then customs officials, agents representative, buyers rep and watchmen board vessel. Once remarriage certificate issued and port permission for beaching are obtained, shipping agents books pilot to take the vessel to beaching yard.

What all the documents you see for vessels to call Chittagong for demolition?? Fyi, our vessels will have single voyage certs, attached sample format fyr. Confirm basis same you can carry out arrangements.

Our rep will collect all ship’s documents from vessel on her arrival.

Crew nationality will be Indian and vessel to have 17 crew approx. Once beaching is done, crew will disembark and fly out (top 4). Balance 13 crew.

Crews can fly for India from Chittagong by flight. We always recommend bringing some crews from the vessel (on arrival at anchorage) to shore (keeping some crews at vessel as per safe manning ) with all crews luggage prior vessel approach to beaching yard. They can stay at twin sharing hotel for one to two days. Otherwise once vessel approach to demo yard, then local people makes problem with crews luggage as they start thinking all are ship’s property.

Transportation charges for bringing crew as per below. The crew will arrive in two batches, the first batch with 4 crew and the balance 13 crew in the second batch.

Local transportation cost will be within $300 to US$400.00 for bringing crews from anchorage/ demo yard  to hotel in two batches, then to take them to the airport. If we do all transportation on the same day then this expense will be reduced.  Crews can fly from Chittagong for India. There are flight from Chittagong to Kolkata.

Tug charges to OPL and anchorage

It depends on weather condition and vessel’s position, however, range from $800 to $1500.00

Advise us the cost of FW supply at anchorage and OPL. FW barge capacity.

Freshwater price $8.50 per MT at anchorage and documentation charge is $50.00. Barge capacity is 250-300 mts. But if vessel is at OPL then charge increase.

Budget Hotel Tariffs per day for crew. Kindly advise cost for single occupancy, double occupancy & triple occupancy. Advise us the name of the hotel. Also, revert the meal cost.

Estimated hotel and food for one night ( USD45 for single occupancy per room per night plus USD50 per day food per person). Except for Master and chief, all crews can stay at twin sharing room, if they need to stay at Hotel. At the budget hotel,  after discount, it comes $ for single occupancy, $40. double occupancy & $50 triple occupancy $60.

In case demo vessel buyer force owners to use their own agents at Chittagong port for declaring at Chittagong then we can act as OPA agents and do the sign off of crews, arrange other required arrangement and monitor the demo vessel transfer.

Dhaka or Dhaka Kamalapur ports consider as a container terminal not as a port and cargo storage depends on consignee.Informatively Bangladesh has three  Maritime ports, Chittagong, Mongla and Payra.

Is there waiting time to berth for slag aggregates cargo, if affirmative, normally how many days?

In case vessel discharge cargo at berth, then it will depend on vessel’s arrival date and readiness time (once she obtains 8.5 or permissible draft for respect berth). Generally, Chittagong port follows first come first berth basis while allowing vessels berthing.

Slag Aggregates discharge is to hoppers onto trucks, please confirm.

CPA’S JETTY BERTH

There are 15 Jetties of which 13 are provided with shore cranes and Railway tracks, 11 are provided with Transit sheds. Vessels up to 185.91 M (LOA) may be berthed at a single cement concrete main Jetty. Backyard facilities are there for handling container/container cargo vessels.

PUBLIC SECTOR JETTIES

For bulk cargoes like Wheat, Cement Clinkers, Rock Phosphates and Urea Fertilizer etc. the following Jetties are available.
(A) FOR OCEAN GOING VESSELS
1)Cement Clinker Jetty for vessels up to 167.63M.
2) Grain Silo Main Jetty for vessels up to 185.91 M. LOA.
3) T.S.P Jetty for Vessels up to 175.25M.
4) DDJ/1 & DDJ/2 Two or more vessels having total LOA 302M and having draft not more than 7.00 M may be berthed.
5) Chittagong Urea Fertilizer Jetty for Vessels up to 176M. can be loaded up to a maximum draft of 8.50 M.
6) KAFCO-1 (UREA) & KAFCO-2 (AMMONIA) Vessels having a maximum length up to 185.91M and be loaded up to a maximum draft of 9.14 M. (To be commissioned soon).

At Silo jetty vacuvator is available. Capacity of vacuvator per hour is 1000 mts.

CLEARANCE OF CARGO FROM THE PORT

This port is connected with the hinterland by Bangladesh Railway, the inland Waterways through the Bay of Bengal and the Road network.
Clearance of Dry cargo from the Port by the three modes of transport viz. Rail, Road and River, were approximately 4,93,578 M.T. 36,59,859 M.T. & 8,96,744 M.T. respectively during the period 1994-95.

LIGHTERAGE OF CARGO

The deep draft vessels can be lightered at the Outer Anchorage http://cpa.gov.bd/. This is to be restored to for vessels of deeper draft kutubdia. Depending on the Quanram involved in lighterage T-2 Type tankers and liberty vessels are arranged on the character by the concerned Agencies from abroad or from the Bangladesh Shipping Corporation. Except the Ocean going Tankers and Vessels of Bangladesh Shipping Corporation engaged in lighterage, local lighterage, fleet consist of tankers each of approximately 1,000 tons capacity and coaster each of the capacity of 300 to 1000 tons owned by the Public and Private Sectors are deployed. Besides these country crafts, each of 20 to 80 tons capacity in the private sector and steel barges each of 300 to 500 tons capacity in the public and private sectors are available to carry out lighterages work. The cargo from such lighters intended to be discharged at the Chittagong port is handled at a vacant jetty or in between the two vessels alongside the jetties. Cargo discharged into lighters at Outer Anchorage may also be directly transported to inland river ports and Mongla Port the Second international Port f the country, with prior permission of the port and Customs Authorities.

SUPPLY OF WATER, BUNKER & PROVISION

Freshwater is available at all the Chittagong Port Authority Jetties. Water is also supplied by Propelled water Barges to vessels inside Port and at the Outer Anchorage. Due to rough sea and inclement weather, water supply at the outer anchorage is affected often during Mid April to Mid October. Oil bunkers can be supplied to the vessels at the Oil Moorings. In emergent cases, Oil companies may undertake supply of Bunkers by inland tankers. Coal Bunkers are available and supplies can be obtained by the Master/Local Agents through the Assistant Controller of Coal, Chittagong. Fresh meat, fish, vegetable, milk, egg, rice, wheat, bread and butter etc, are available for supply.

MEDICAL FACILITIES

Necessary medical facilities to offers and Crews of vessels may be made available at Chittagong Port Authority Hospital On request against payment of this may be privately arranged through the local Agents concerned.

REPAIRING FACILITY

Quite a good number of small Marine Workshop are available and they can carry out the repair of the vessels. There is one ship Repairing Yard in Chittagong in which ships up to 560 ft. 10A 16,500 DWT can be dry docked. A few numbers of the electric workshop are also available in Chittagong. Repairing facility at the Moorings used for Dry Cargo may be allowed only for a reasonable period with the prior permission of the Deputy Conservator and the Director Traffic.

UNDER WATER DIVING SERVICE

Such services can be made available by the Port Authority on a hire charge basis.

MARINE SALVAGE FACILITIES

The Port Authority operates a small Marine Salvage Unit Services of personnel and equipment are available on a hire charge basis.

Bangladesh Petroleum Corporation only doing construction of  some storage at Mongla for petroleum products.  There is no such storage in private sector. Probably Govt. storage facilities are now almost ready to commission.

HOW WE ACT AS OPA AND CHARGE

Greetings from Panocean Limited, serving at Chittagong since 2003 as port agents and OPA being responsible for the operational and financial co-ordination between the vessel, the owners/operator and the port. Chittagong port is mostly controlled by cargo receivers, through their nominated stevedore, shipping agents. We mostly act as protective agents for the owners or the charterer to look after their interest at Chittagong where many vessels suffer the collision, delay in discharge, delay in placement of lighters, delay in berthing, excessive port Da, manipulated SOF, wrong treatment for injured crews, complication during crew change etc.

SCOPE OF SERVICE OF OPA AND CHARGES

WE CHARGE USD750 AND OUR OPA SERVICES INCLUDING A COMBINATION OF ANY / ALL OF THE BELOW 1. Confirmation of port restrictions and any port operating practices 2. Objective view on any port or berth congestion 3. Verification of accuracy of proforma disbursement account provided by charterer’s agent 4. Receipt of owners funds and disbursement to charterer’s agent if required by owners 5. Attendance onboard vessel throughout entire port call 6. Checking of all cargo documents, charterer’s agent reports, time sheets and countersignature of final SOF for accuracy. Where disparities occur, inform owners and resolve conflict if possible 7. Port dues are charged on 30 days calender month basis and vessel port stay is 92 days i.e. from 29/01/2017 to 30/04/2017. As per tariff for 1st month it is USD.0.241 per GRT or Part thereof and subsequent months is USD.0.050 per GRT or part thereof until vessel sails.

CREW CHANGE charges

a) Our agency wing charge USD100 per person for crew sign on/ off formalities ( port, customs, immigration formalities). Normally it takes one working day to process crew change formalities. Weekend holidays are Saturday and Sunday. b) Hotel charge depends on a single person or dual occupancy basis and quality of Hotel standard. Security level 1 for all 3 port in Bangladesh, every vessel has to take 5-7 watchmen, during their stay in port or anchorage. without firearms.

Only private com.  (Few month before one v/l badly discharge some oil in DOJ, I have given quotation, but agent graved it).

Is there availability of Lightering support vessels and tugs (also what is the bollard pull of each tug) at the area? (Please provide a brief description of the number and particulars of these vessels). Are they approved (certified) by the local administration?

Govt. has enough tugs, also some private company has their own tugs, such as Prantic Marine, Western Marine, both of them approved but very expensive.

Are harbor pilots used for STS maneuvering? Are they certified by the local administration?

They are not port employees for port and harbor only, not for deep sea piloting or STS. But some of them doing their off time without permission &  informing port.

Kutubdia to Alpha Anchorage: Movement and instruction

All incoming vessel will proceed from Kutubdia to Alpha Anchorage(Chittagong Outer Anchorage) by following BA chart no. 84 and current Admiralty Tide Tables(ATT). Also, vessel is advised to contact port control by VHF channel 12/16 while vessel proceeds from Kutubdia to Alpha “A” Anchorage. Chittagong port control will guide in all respects round the clock. The vessel is advised to proceed from Kutubdia in such a time to arrive Alpha Anchorage at the time of high water tide of “Alpha” Anchorage. HW at A anchorage is approximately one hour before the HW time given in the ATT for Chittagong port. The vessel is advised to start to proceed from Kutubdia approximately 3 hrs before the high water of Alpha Anchorage.

RESTRICTION on vessel's LOA/Beam/Air draft etc. for anchoarge

There is no restriction on vessel’s LOA/Beam/Air draft etc for discharging at Chittagong anchorage. But vessel with brackish water draft 10.50/11.00 M is arriving and discharging at anchorage without any problem. FYI Chittagong port authority does not publish any draught chart for anchorage. – Vessel’s LOA up to 170 M with fresh water draft 8.60M subject day’s permissible draft is allowed at CC Jetty berth. – Vessel’s LOA up to 161 M with fresh water draft 9.15M subject day’s permissible draft is allowed at CC Jetty berth.

PORT LIMIT

With Patenga Beacon as center if an arc in drawn seaward with a radius of 7 (Seven) nautical miles till intersects the Coastline in Position Lat: 22º 20.4’ N, Long: 091º 45.4’ E in the North and Lat: 22º 7’ N, Long: 091º 50.5’ E in the South the area enclosed within the extremities of the arc.

The draught restrictions at the Kutubdia anchorage:

No specific restriction on draught at Kutubdia anchorage, vessel up to 13m draft arrived at the anchorage area.

Which are the ports used for Crude and LPG shipments?

Both Chittagong and Mongla ports have facilities for Crude and LPG shipments to discharge. Generally, it depends on consignee on which port to discharge.

Number of jetties.

There are 7-8 jetties available at Chittagong port. Availability depends on first come first birth.

Chittagong port jetty draft

Vessel having more than 11.5m draft need to discharge part cargo at Kutubdia by STS operation. Once draft becomes 11.5m, then vessel can approach to Alpha Anchorage during high water tide time. Based on cargo and draft, the vessel may move towards the inner harbor. If vessel is due to discharge NCT (prioritized for container vessel) then she should obtain 9.5m draft, but in case of vessel need to discharge cargo at main jetty (prioritized for general cargo), then she will have to obtain permissible 8.5m draft by discharging cargo at Anchorage, prior shiting to Chittagong port inner harbour.h.

IF BUNKER OPERATION IS ALLOWED DURING CARGO WORK (BY BARGE/PIPE/TRUCK?)

Yes, bunker operation is allowed during cargo work by barge at outer anchorage.

WHAT IS RAINY SEASON IN CHITTAGONG PORT THROUGHOUT THE YEAR

Rainy season at Chittagong port, Bangladesh with effect from May to August every year and during the raining time most of the cargo cannot be discharged for the safety of the cargo. That’s why the discharge rate is slow enough during this period.

HOW discharge is performed. i.e. shore gear/ships gear? is cargo discharge onto trucks or barges or silos? what is the discharging rate usually achieved .

Cargo will be discharge through grab by using ships grear. All cargo will be discharged from mother vessel to lighter vessel or barges. Discharge rate 4000mts per days if all goes well and subjects to the availability of lighter vessels at outer anchorage of Chittagong port.

Bunkering at Chittagong

IFO-180 CST, MGO is available at Chittagong. It is recommended to use JAMUNA for bunkering. Local bunkering companies are available. Bunker supplier should not be allowed to deal with the vessel’s official’s prior supply of bunker. Dip sample should be taken during bunkering. The qualified and honest surveyor should be used during bunkering and surveyor should not board with bunker supplier barge. Required bunker is available at Chittagong port. Bunker (IFO, MGO) is available here and can be supplied during discharging/loading operation.  Price depends subject to supplier and quality.

Transportation Charge at Anchorage.

a) Speed boat charge range within USD30.00 to USD50.00, subject to distance form shore to anchorage or vessels position at A, B, C anchorage. b) Customs officials may demand for TUG BOAT or agents may use TIG BOAT during bad weather condition. Charge for tug boat may range within USD400.00 to USD1200.00, subject to discharge and bargaining with TUG Supplier.

Channel Restriction

No specific restriction mentioned anywhere for the channel, but it was urged to be minimum 2.0 m UKC in the Channel and ships passes during high water ( time as suitable for the specific vessel) to keep min 2.0 m UKC.

The compulsory under keel clearance requirements for vessels transiting from the Kutubdia anchorage to the channel.

Traditionally, the (minimum) under keel clearance was calculated as one of the factors required to provide safe passage for a vessel. Once known, this would allow the most viable route to be planned to take into account a vessel’s size, draught, and nature of cargo. Minimum 2.0 m UKC to be maintained to ensure vessel’s safety. However local pilots often bring vessel from Kutubdia to anchorage with .5m to 1m UKC, once appointed by charterer but once owners take the decision and appoint pilot then they often maintain 1m+ UKC while shifting from Kutubdia to Anchorage.

Loss Prevention measures for Master anchoring at Chittagong anchorage & entering harbour

Measures for Master anchoring at Chittagong anchorage & entering harbor – (1) Anchor at a safe distance from other vessels at anchor. (2) If the under-keel clearance is less than two meters there is a possibility that you will drag your anchor. This is more prominent during spring tides and during monsoons. The tide can be as strong as 6 to 7 knots per hour. (3) If you are lightering with other vessels alongside the chances of dragging anchor is even more. (4) As a precaution use more chains, keep your engine standby all the times and keep the nos. of lighter vessel alongside to minimum. (5) Keep a good anti-theft lookout and employ watchmen onboard. (6) when maneuvering for anchoring or picking pilot never attempt to cross other vessel Bow at close range. Please remember the current here is very very strong. You may ride on others cable. (7) Deep draught vessels lightering at Alpha anchorage shall shift to Bravo or Charlie when they attain required draughts to make room for safe anchoring of newly arrived deep draft vessels. (8) Complete reliance on ECDIS is discouraged. Cross check against up to date paper chart is advised. (9) The vessel must have at least 12 rope for safe berthing. Tanker vessel having wire rope must have at least 4 polypropylene rope. (10) To facilitate smooth operation, At berth master of mother vessel must allow lighter tanker/fresh water barge to stay alongside as required by Harbour Master office. (11) The vessel should have at least 0.20M by stern trim for channel navigation to get good steering effect. (12) While at anchor never keep any loose mooring Rope/gear on deck.

The rate of a grab for outer anchorage of Chittagong port is BDTK.5.00 equivalent to USD0.07 per MT. But Grab will be engaged by the stevedore for discharge of cargo and stevedore will be appointed by Chittagong Port Authority and there will be no charge for using Grab if the vessel under FIOS basis but if the vessel is under Liner term then stevedore chargers/port charges / lighter charges shall be borne by the shipowner/charterer of the vessel .

Discharge rate for ball clay at anchor i.e. ship's crane . in case grab required what will be the charges?

The discharge rate of Ball Clay 1500 to 2000 MTS per day at outer anchorage of Chittagong port if AGW and subject to have good weather and availability of lighter vessels for smooth discharge of the cargo ex-mother vessel. Grab will be engaged by the stevedore which will be appointed by Chittagong Port Authority and there will be no charge for using Grab if the vessel under FIOS basis but if the vessel is under Liner term then stevedore chargers/port charges / lighter charges shall be borne by the shipowner/charterer of the vessel.

Discharge rate at Anchorage for aggregate stone

It depends on the lighter placement at anchorage. Discharge rate may range within 3000 to 5000 mts per day based on vessels capacity, stevedore gangs, and lighter placement.

CLINKER CARGO: If receiver is Heidelberg Cement Bangladesh Limited

The cargo consigned to HCBL will be discharged by using ship’s cargo gears by grabs both at anchorage to lighter and at CC Jetty onto the conveyor belt. If Grab available onboard Stevedores can use free of cost or Receiver stevedores will arrange from shore with their cost. There is no shore crane fitted at CC Jetty berth. FYI cargo consigned to HCBL (Heidelberg Cement Bangladesh Limited) will be discharged/received at anchorage to attain CCJ permissible draft and balance cargo at Receivers own CC Jetty only. At this moment we do not expect any possible waiting time. However, if Receivers jetty is occupied by other vessel/cargo then 1/2 days waiting for the vessel at anchorage but discharging work will continue at anchorage.

SEAWARD LIMIT

With Patenga Beacon as center if an arc is drawn seaward with a radius of 5.5 nautical miles till it intercepts the coastline at positions:-
Lat 220 18’45” N. Long. 91046’30″E in the North and Lat 22008’13″N.Long 91050’00″E in the South, the area enclosed within the extremities if the arc will from the Seaward limit of the Port of Chittagong.

Anchorage Grounds

The Port has the following recommended Anchorage Grounds:
ANCHORAGE “A” is formed by extending 2 (two) lines up to Port limit, one (first) having bearing 337045′ and the other (2nd) 310030″ from the point having lat 22012’30″N and long 91047’00″E.
ANCHORAGE “B” is formed in between 2nd and 3rd line having bearing 2340 extended up to Port limit from the previous point.
ANCHORAGE “C” is between 4th and 5th line having bearing 234) & 157) respectively, extended up to Port limit from a point of lat 22012’00″N long 91047’12″E.
The space between 3rd and 4th line is prohibited anchorage. “A” Anchorage is for vessels over 30ft. draft. “B” Anchorage is for vessels entering the Port within 24 hours. “C” Anchorage is for vessels lightening and other vessels not scheduled to enter the Port within 24 hours.

ADMIRALTY CHART

The following Navigational Aids guide ships to approach the Port of Chittagong. REFERENCE

SERVICE AND FACILITIES

Pilotage is compulsory for ocean-going vessels. The entrance to the river is constantly changing and no vessel should attempt to enter without a pilot. Pilot boards approximately 2 nautical miles seaward of the outer Bar Buoy.
In the moderate-heavy weather, a lee must be made for the Pilot Boat. The vessel receiving a Pilot is required to wait at the pilot ground near the entrance all clear of anchor taking into consideration the effect of tide and other conditions to facilitate boarding of the pilot in good time to be able to avail of the tide for entering and berthing etc. The propelling distance from the pilot ground to the main jetties is approximately 11 nautical miles and the distance has to be covered at a variable speed in different sections of the river. Inward ships must present themselves at the pilot ground at least 3 hours before the high water to enter on a particular day. This, of course, is subject to the availability of berth and having permissible draft and length etc.
The ship movements generally commence about 5 to 5 hours before the day’s high water and the tides have been termed Day or Night taking this factor into consideration.
During the spring tide/Freshet/Foul weather vessels under 7 knots will not be normally handled and such vessels will be classed grade 2 for operation purpose. Agents of such vessel are required to consult the Deputy conservator well in advance. Masters are advised to maneuver with great care while receiving and disembarking pilots. Vessels due for entering in the next 24 hours must anchor in Anchorage B. Keep R.T. Watch at least 3 hours before the pilot boarding time and also display her signal letters.
Incoming vessels normally enter with the flood time. The normal maneuver is to snub with the starboard anchor and proceed to berth/mooring after heaving up and finally go alongside using the port anchor.

NIGHT NAVIGATION

Night Navigation vessels up to 153.00M length with the draft having 0.50M less than the days permissible draft will be allowed to take berth during Night (6 pm to 6 AM) at the Jetties from J/ltoj/13, MPB/1, MPB/2, DDJ/1, DDJ/2 and CUFLJ only.
Vessels with the midship bridge up to 165.00 m & Vessels with AFT. Bridge up to 153.00 M Length having 0.30m (1.ft) Less than the day’s permissible draft will be allowed to sail out during Night from j/1 to j/13, MPB/1, MPB/2, CCJ, GSJ, TSP, DOJ. DDJ/1, DDJ/2, & CUFL only.
Vessels with the bridge on the BOW & vessels having containers on deck obstructing a clear view of forward, will not be handled during the night. The vessel will not be allowed to take a berth at or to sail out from jetty no.14,15,17, RM/3, RM/5, RM/6, RM/8 & RM/9 During the night.
