Service  Coverage

Being appointed OPA, you can also render service in the following circumstances-

  1. Collision, grounding or wrongful navigation by pilots
  2. Delay in discharge or placement of lighter vessel or berthing
  3. Communication gap with voyage charterer’s or receiver’s nominated agents
  4. Discharge without production of OBL and delivery to ultimate receivers

Information: Shipowners Require

Crew Sign On/ Off Charges

a) Our agency wing charge USD100 per person for crew sign-on/ off formalities ( port, customs, immigration formalities). Normally it takes one working day to process crew change formalities. Weekend holidays are on Saturday and Sunday.
b) Hotel charge depends on a single person or dual occupancy basis and quality of Hotel standard. It may range within US$50.00 to US$150.00 ( except five-star hotel).
c) Food charge per person may range within US$50 to US$150 ( standard meal 3 times), subject to hotel standard ( except 5-star hotel and hard drinks).
d) Recommended local airlines are NOVO AIR, US BANGLA, Bangladesh Biman. Local airport at Chittagong (Shah Amanat) International Airport. Transit time from Dhaka to Chittagong by air is 50 min. Airfare range  within USD40.00 to US$90.00

Bunkering at Chattogram and Mongla

IFO-180 CST, MGO is available at Chittagong. It is recommended to use JAMUNA for bunkering. Local bunkering companies are available. Bunker supplier should not be allowed to deal with the vessel’s official’s prior supply of bunker. Dip sample should be taken during bunkering. The qualified and honest surveyor should be used during bunkering and surveyor should not board with bunker supplier barge.

Why Shipowners require PROTECTIVE AGENTS

Discharge port agents are appointed by Charterer and nominated by a receiver. Shipowners need assistance at Chittagong( Chattagram as renamed), Mongla or even Payra to protect the interest. As in most of cases, a vessel may face the following situation/ incident and require professional support:

Maritime Ports in Bangladesh | Chittagong, Mongla, Payra

The Chittagong port is the biggest seaport of Bangladesh. It is located by the estuary of the Karnaphuli River in Patenga, Chittagong. Recently, Chittagong city has been renamed as Chattagram. Earlier, 8.5m was the permissible draft to enter the inner harbor. Now Port allow berthing of ships with a draught of up to 9.5 meters during high tide.

Mongla Sea Port is the second largest and most Eco-friendly port of Bangladesh. It is located on the southwestern part of the country, at the confluence of Pussur River and Mongla Nulla. Approximately 71 nautical miles (131 Km.) upstream of the Bay of Bengal. For berthing at inner harbor, this port allows vessels with a draught of up to 7-8 meters.

Payra Port, the small seaport in southern Bangladesh, sits on the west bank of Rabnabad channel at the confluence of Galachipa-Tetulia river. Payra Port started operation in August’2016 with ship-to-ship cargo transfer, though on a limited scale. It is expected that the first phase of dredging for this port will be completed by 2020. Then vessels with a draught of up to 11 meters will be able to berth at the seaport during high tide time. Bangladesh is now the concern for a deep-sea port and had granted a contract to Japan to build a deep sea port at Matarbari, which is just 25 kilometers away from Chittagong.

LPG Information for the Maritime port of Mongla

As regards LPG vessel’s calling at the Maritime Port of Mongla, please note, there are eight LPG terminals in operation as of now and a numbers of terminals are at their final stage of construction.  Most of the terminals are subjected to frequent siltation and regular dredging is required to keep them operational. The available max depth at the terminal must be verified before any vessel fixed for a terminal.Max Draft for entering port: 7.0 M to 8.0 M depending on daily rise of tide, as Mongla Port is a Tidal Port and all arrival and departure takes place during Flood tide.  Max berthing Draft….Need more info, email us.

Owners Protective Agents:  Chittagong, Mongla & Payra

Chittagong and Mongla are two major ports of Bangladesh. Shipowners mostly allow their vessel to call at this port under Time Charter or Voyage Charter. As shipping agents are nominated by the charterer, in order to protect interest of shipowners or operator, they often appoint a professional company as agent for port to supervise activities of the shipping agent (charterer’s), monitor the discharge operation, expediting lighter arrangement i.e monitoring the day-to-day operations on behalf of shipowners or operator. PANOCEAN LIMITED business mainly focuses on OPA service rather than handling for direct port agents. Since 2003, Panocean is involved in this industry and ensures cost-effective first class OPA services to owners/operators ensuring safeguard/protect of vessel’s interest in whatever manner necessary or things to do. The said services can be summarized as below:

 

SCOPE OF OPA SERVICE: Our OPA services including a combination of any / all of the below (some items require actual charges as per requirements)

  1. Confirmation of port restrictions and any port operating practices
  2. Objective view on any port or berth congestion
  3. Bridging gaps between owners/ charterer and receivers nominated shipping agents.
  4. Verification of accuracy of proforma disbursement account provided by charterer’s agent
  5. Receipt of owners funds and disbursement to charterer’s agent if required by owners
  6. Attendance onboard vessel throughout entire port call (Extra charge USD25 per day will be added. Boat charge $50 will be added if vessel at anchorage)
  7. Checking of all cargo documents, charterer’s agent reports, time sheets and countersignature of final SOF for accuracy. Where disparities occur, inform owners and resolve conflict if possible
  8. Where reconciliation is not possible, we can issue LOP as per the owner’s requirements
  9. Approving any bills of Lading
  10. Assistance with any crew-related issues such as medical visits, certificates, crew changes e.t.c.
  11. Crew sign on/off (US$100 per crew sign on/off, transportation, food and hotel charge at actual)
  12. We can send rep at vessel to monitor discharge and specific rate per day will be applied in addition to boat charge.
  13. Assistance with any post-call issues.
  14. Port Captaincy, monitoring any repair work. Assigning workshop, engineers. (Expenses on A/C owners)
  15. Appointing pilot for bringing vessel from Kutubdia to Chittagong (Pilot charge at owners account)
  16. Updating vessel’s berthing update or line up information (we can send our staff official at the port for berth allotment committee meeting to check physically shipping agents movement and line up. In that case, the charge will be USD50 for personal attendance of staff at the port meeting per day and cost of communication USD20 per day.)
  17. CTM for master (subject to remittance, additional boat & transportation charge USD50 will be added)
  18. Appointing lawyers or Providing legal opinion in respect of admiralty related issues.
  19. Monitoring discharge. Maintaining liaison with shipping agents. Contacting shipping agents for lighter updates.
  20. We can arrange bunker for vessel and survey for the same. ( bunker payment /survey fees are at  owners account).
  21. Checking proforma D/A submitted by the charterer’s agent
  22. Reporting the cargo operations to the Principals on a regular basis
  23. Checking the cargo documents/SOF/time sheets and reporting any discrepancy to Principals immediately.
  24. Making settlement of Port DA 
  25. Conducting crew change or making an arrangement for crew treatment in an effective manner
  26. Coordination with the local P&I/H&M/Class surveyors
  27. Hiring shore facilities whenever required
  28. Making necessary arrangements for all type of surveying
  29. Negotiating all type of cargo claims on behalf of owners. Conducting Maritime consultancy and providing legal advice in respect of port and admiralty matters.
  30. Technical Services- Repairs/Marine equipment / underwater inspection / Dry Docking, etc.
  31. Co-ordination/ facilitating attendance of Class Inspectors.
